110310-3 Acceptance of the minutes of the last meeting:
The chairman signed the minutes of the council meeting held on 17-01-2011 as a true record.
110310-4 Chairman’s announcements:
a. The Chairman thanked the Parish Plan Steering Group for their hard work during the whole process of surveying the views of parishioners, analysing the results and conducting the final open meeting in February.
b. An issue previously raised about contravention of planning permission conditions on a piece of land seems now to nearing resolution as the land has been tidied up.
c. For applications received after 1st January 2011, SLDC Planning Department will publish on its website all comments submitted to it. In future, therefore, parishioners will be able to see the Parish Council’s comments by going to the website.
d. Last year the Parish Council submitted detailed comments on the proposed extension of the Yorkshire Dales National Park arguing that it should extend farther west than suggested and the boundary should follow the Old Scotch Road. This has now been accepted except for the areas of New Park (including Lily Mere) and Old Park south of the A684. 110310-6 Open session:
The Localism Bill, currently going through parliament, was discussed in relation to the parish plan. It was noted that parishes will be able to bid to run their own services. SLDC is also looking at LAP-based planning permission.

Applications submitted requiring council comments: none
The progress of the following applications was noted:
19-01-2011 - SL/2010/1109 – erection of a two-bedroom detached house at Raw Green. The Parish Council submitted comments objecting to the application on 08-02-2011
04-02-2011 – SL/2010/0976 – domestic garage/storage building at Borrans House – permission granted by SLDC

Payment of the following amounts was authorised:
To New Hutton Institute £30 for the hire of the Supper Room on 17-01-2011 and 10-03-2011 and £20 for the hire of the hall for the parish plan open meeting on 21-02-2011
110310-9 Financial report:
The financial report as at 10-03-2011 was considered. The 2010/11 accounts and the budget for 2011/12 will be discussed at the next meeting.

110310-11 HMRC registration:
New Hutton Parish Council has been required to register as an employer and operate PAYE on a clerk’s earnings. In this council’s case registration is a formality as there are no paid employees.
110310-12 Road gritter:
It is expected that the road gritter will be delivered in April. Brian Ellwood has agreed to store it (Pat Bell will liaise with him about this). Enquiries will be made about its insurance.
110310-13 Parish plan open meeting:
The decisions made at the parish plan open meeting were reviewed. CCC will be asked to include strimming of all enclosed footpaths on their workers’ job list. SLDC will be informed of the votes disagreeing with the inclusion of land next to the village in the Land Allocation document for possible development up to 2025.
110310-14 Parish plan:
The draft parish plan was approved with the following small changes to the action plan section:
First Responders – New Hutton is now linked to Old Hutton First Responders
Localism Bill – It was agreed that the parish plan should be reviewed in 2012, because of proposed changes to local government.
An extra paragraph will also be added to the introduction concerning future devolution of powers to communities.
It was agreed that the Parish Plan should now be distributed by e-mail, on the parish website and as paper copies to be collected from the Institute and the church or by asking the clerk. It will be publicised in The Grapevine and The Gazette.
110310-15 Parish council elections:
Parish elections will be held on 5th May. Nomination forms to stand for election can be obtained by telephoning the parish clerk (preferably) or from South Lakeland House. The deadline for nominations to be received at SL House is noon on Monday 4th April. The form should be taken to SL House by the person seeking election so that any errors and omissions can be corrected immediately.
The Parish Council warmly invited all those interested in standing for election to do so. The Localism Bill and the devolution of decision-making from SLDC to The Upper Kent Local Area Partnership mean that parish councils have more ability to influence decision-making.
110310-16 Tim Farron’s broadband pioneer initiative:
It was clarified that the MP’s initiative is part of the larger Cumbria project.
110310-17 Grit bin at the Hayclose Lane/Sedbergh Road junction:
Cllr Collins agreed to raise this issue with CCC. The bin was destroyed in a road accident.
110310-18 Bus services
It was noted that CCC has withdrawn support grants from 1st May 2011 for the following services:
564 – Kendal–Sedbergh (pm peak Mon-Fri) – Woof’s of Sedbergh
564A – Dent-Kendal via Sedbergh (Sat) – Apollo 8
It is not known whether the services will be withdrawn. Alternative transport can be arranged through Rural Wheels at a cost of 35p/mile (further information from 01228-226721;
