It was resolved that the minutes of the previous parish council meeting held on 29-10-2009 be signed as a true record.
100111-4 Chairman’s announcements:
In response to the dangerous state of the ice-covered lanes for over three weeks, three tonnes of grit and salt were delivered to the council by CCC. The parish council formally thanked the following for spreading it on the steep slopes and bends:
Millholme, Fairthorns, Ewebank and Millriggs Lanes – Phil Bell, Artie and Kevin Pickthall
Hawkrigg Lane – Jackie and Ian Ellis
Dickgate and Kinn Lanes – Peter and David Knowles

100111-11 Bank signatures
It was reported that the bank had returned the mandate form as it did not allow all councillors to be signatories; the number was limited to three. It was resolved that they should be:

100111-12 Road works
The council has been informed of the following major road works: A684 resurfacing and drainage work in the first week in March from Lily Mere House to the junction with C5069 Old Scotch Road for a total distance of 1,325 metres.
It was noted that drainage work is required on the A684 near its junction with Butterbent Lane and the clerk was asked to inform CCC.
100111-13 New sites for nuclear power stations
The parish council was invited by the Department for Energy and Climate Change to comment on the three proposed new sites in west Cumbria at Sellafield, Braystones and Kirksanton.
The council felt that it was inappropriate for it to express a view as a body but parishioners might wish to do so after the issue is mentioned in the Grapevine.
100111-14 Lakes to Dales national park consultation
Although the proposed new Dales National Park boundary does not extend into the parish, it was felt that the parish council should submit comments. The issue will be discussed in detail at the next meeting on 1st March, 2010. Parishioners will be strongly urged to attend so that the general feeling of the parish can be assessed.

Henry and Arthur Robinson agreed to attend a Natural England briefing session for parish councillors on 12-01-10 at Barbon.
It is hoped to invite someone from Natural England or Friends of the Lake District to speak to the parish meeting on 1st March.
100111-15 Planning application
Planning application SL/2009/1094 Hawkrigg Hay – replacement of a flat roof with a pitched one [deadline 13-01-10] – the council had no objection to this application.
100111-16 Code of conduct training sessions
All the parish councillors agreed to attend the training session at 7pm at Kendal in the Georgian Room at the Town Hall on Thursday, 11th February
100111-17 Verge cutting
The following request was received from Keith Masser, Area Engineer:
"We are looking at next year’s highway maintenance revenue budget, and to try and find more money for gully emptying, drainage repairs and emergency response teams. There has been a proposal that we might defer the full-width grass cut for one year in 2010/11. Each year we carry out grass cutting to a 1.2 metre safety swathe next to the road as well as visibility splays. However, every four years (normal verges) or every two years (wild flower verges) we cut the full width of the verge right back to the highway boundary to prevent the establishment of brushwood and self-sown trees. This would save approximate £56,000 or 3.5% of the basic maintenance budget which could then be used to enhance, for example, the gully emptying, drainage and response teams budgets.
"However we recognise that this would represent a cut in service in one area and I would welcome Parish Council views so that these could be reported to Councillors when the Local Committee budget is considered further in February / March."
The parish council agreed that the full-width verge cut should be deferred for one year but noted that, as gullies in the parish need to be emptied, the Area Engineer should be asked whether he would like a list of the ones in urgent need.
100111-18 North West Air Ambulance
The council decided that it did not have the resources to give financial support towards the running costs of the North West Air Ambulance in the current financial year but would consider it again at the April meeting.
100111-19 Tenancy of the parish field
Proposed by Henry Robinson and seconded by Tony Porter - It was resolved that:
-The next tenancy of the parish field should be for five years to allow the tenant to access various funding sources for wildlife conservation and thus to permit a higher rental fee.
-The tenancy will run from 1st April 2010 to 31st March 2015
-The tenancy should be advertised in The Grapevine and via the parish website.
-Tenders in sealed envelopes with “Tender” written on them should be submitted to the parish clerk by noon on Monday 1st March 2010.
