Minutes of the New Hutton Parish Council meeting held on Wednesday, 16th September, 2009
090916-1 Present: Pat Bell (Chair), Tony Porter, Henry Robinson, Ann Thompson, Arthur Robinson (clerk), two members of the public
090916-2 Apologies: Tony Ellis, Peter Thornton (SLDC councillor)
090916-3 Minutes of the previous meeting:
It was resolved that the minutes of the previous parish council meeting held on 4th August 2009 be signed as a true record.
090916-4 Chairman’s announcements:
The chairman expressed the council’s thanks to Jean Robinson for her excellent work in setting up the parish website at www.communigate.co.uk/lakes/newhuttonparish/
090916-5 Declaration of interests: None
090916-6 Adjournment of meeting:
(a) Mr Pearce commented that wild daffodils planted near cultivated varieties will hybridise after a few years. It was resolved that a warning about this should be given when the bulbs are distributed later in the year.
(b) Mr Pearce asked about the council’s correspondence concerning the state of Hayclose Road – see minute 10 below.
(c) Mr Todd commented that the bus shelter on the Sedbergh road is being well used but that there is a considerable amount of litter around it. It was decided that a note should be put in The Grapevine asking people to take their litter home. A note will be put up inside the shelter to this effect.
(d) Mr Todd commented that Old Hutton Parish Council is beginning to set up a wind farm community fund. It was resolved that the NH parish council should contact OH to offer to share its expertise.

Payment of the following amount was authorised:
to CALC - £65 for training courses in the role of the clerk and finance to be held in October 2009

The financial position at 15-09-2009 was noted.

05-08-09 from SLDC – documents and maps concerning 3 plots of land owned by NHPC [see minute 090916-18]
05-08-09 from CCC Environment – re strategic housing market assessment [a reply was sent by the final date on 11-09-09 stating that the council had not met in the intervening period
05-08-09 from Cumbria Improvement and Efficiency Partnership – How parish councils can win friends and influence people – 8 free 3-hour events in October and November with booking form
10-08-09 from CCC Environment Unit – confirmation of the meeting at Roan Edge Landfill site at 10am on Thursday 24th September
12-08-09 from CALC – details of free 6-hour workshops about VAT for local councils to be held in Manchester on 27 and 28 January 2010
12-08-09 from CALC – reminder about the next meeting on 03-09-09 [this was forwarded to Councillors]
13-08-09 from Alison Mason and a later e-mail stating that, owing to the deadline, the report of this council meeting could not be included in the October Grapevine.
13-08-09 from CCC Area Engineer – confirmation that Hayclose Road will be inspected and he will report back to the council.
13-08-09 from AmeyMouchel – The planned work on the bridge over the M6 at Tebay will not now affect the A685 in any way.

090916-11 Signatories for the parish council account:
It was agreed that all councillors should be signatories. The paperwork should be completed as soon as possible.
090916-12 South Lakeland Local Development Framework Core Strategy consultation:
The council noted the contents of the summary of the consultation document and found no objection to them.
090916-13 Upper Kent local area partnership:
A report of the meeting held on 05-08-09 at New Hutton was considered. It was resolved that the council should continue with the LAP discussions to see how the parish could benefit.
090916-14 Roan Edge Landfill site visit:
A survey was done to ascertain who would visit Roan Edge Landfill site at 10am on Thursday 24th September
090916-15 Publication policy:
The final draft of the publication policy was accepted. A copy has been placed in the minutes book and it is on the website.
090916-16 Spring bulbs:
It was reported that £100 has been donated to this project by the Wind Farm Fund. Thanks were expressed for this.
Two parishioners have so far asked for bulbs. A further reminder will be given to ask if any more are interested before a decision is made at the October meeting about how many to order.
090916-17 Budget:
A draft budget for 2010-2011 was constructed and will be considered for approval at the next meeting.
090916-18 Parish-owned land:
Certain areas of land in New Hutton acquired in 1815 were discussed and it was agreed that legal advice should be sought from CALC.
090916-19 Date of the next meeting:
The next parish council meeting will be held on Thursday 29th October, 2009
