Minutes of the New Hutton Parish Open Meeting held on Tuesday 17th May 2011

3. Police
Police Community Support Officer Tom Howarth reported that he and his colleague Alex Potter were responsible for three rural areas of which the Upper Kent LAP was one. In April 2011 there were four calls to the police from New Hutton but none involved crimes. He urged parishioners to continue to telephone the police if they see anyone acting suspiciously. His non-emergency telephone number is 0845-3300247.
4. SLDC Land Allocations Document
In answer to a query it was reported that New Hutton Parish Council had sent a letter to SLDC objecting to the inclusion of the field between the church and Ashes Farm in the Land Allocations document for possible development up to 2025. The parish council also asked that the field be removed from any future consideration for this purpose. No response has been received so it was agreed that a letter should be sent to ask what progress has been made with the document and this issue.
5. New Hutton Parish Plan
A parishioner thanked the parish council and the Parish Plan Steering Committee for their work in constructing the plan.
6. Roads
The poor condition of Hawkrigg Lane near Moss Head was mentioned as was the dangerous drop into the beck at the side of the road over Rainriggs. These matters will be raised with CCC.
7. Size of roadside signs
There was a query about the maximum size allowed for roadside signs before planning permission is required. The parish council will enquire about this.

Tony Porter (proposed by Pat Bell and seconded by Martyn Welch) was elected Chairman and signed the Declaration of Acceptance of Office
4. Election of the Vice-Chairman of New Hutton Parish Council for 2011 to 2012
It was decided that a Vice-Chairman is not needed.
5. Minutes of the last AGM held on Tuesday 25th May, 2010
These minutes were confirmed to be a true and accurate record.
6. Chairman’s report for 2010/11
The chairman’s report for 2010/11 was received – a copy is attached.
7. Review and adoption of appropriate standing orders and financial regulations
Revised standing orders were adopted on 19-04-2010; financial regulations were adopted on 04-08-2009
8. Review of inventory of land and assets
The inventory was reviewed and consists of:

9. Review and confirmation of arrangements for insurance cover in respect of all insured risks
The parish council currently has the standard policy (through Aon Limited) from Allianz Insurance - premium £320.69. It will be reviewed again in October.
10. Review of the Council’s membership of other bodies
These are CALC [current subscription £117] and the Upper Kent Local Area Partnership [no subscription].
11. Review of the Council’s procedures for handling requests made under the Freedom of Information Act 2000 and Data Protection Act 1998
None was received in 2010/11.

Chairman’s Report for the Year 2010 – 2011
The last session has been a busy one for the Parish Council, with local activity continuing apace and with an ever increasing amount of effort required to satisfy external demands.
In particular the Parish Council takes an active role in the Upper Kent LAP – Local Area Partnership where much effort has been expended on pursuing an improvement to Broadband access for the Parish - Thanks to all who completed the recent questionnaire on this, and in particular our new local Broadband Champion Michael Burke. We also have a new salt gritter courtesy of the LAP – all we need now is the missing tow hitch.
This past year has seen requests for consultation proliferate, ranging from the National Park authorities to Cumbria County Council via SLDC and The Big Society on a variety of topics. As a council we strive to attend presentations and provide comment as required.
Planning applications have seen an increase in activity this year, where we always comment either to agree or to oppose, the end results of which do look rather random sadly, with on average 1 in 3 matching our recommendation.
Sadly we lost Ann Thompson as Parish Councillor before Christmas due to illness, she brought along a wealth of local information and we all wish her well for a speedy recovery.
This year saw the completion and publication of the parish plan – a mighty task and thanks must go to the plan committee, in particular the chairman Phillip Bell, and especially to our Parish Clerk Arthur who actually analysed the parishioners’ wishes and wrote the final plan. For this we are all extremely grateful and as a token of appreciation I have the pleasure in presenting Arthur a small gift from the PC.

It was noted that 28-04-2011 SLDC Planning Committee granted permission for application SL/2010/1109 – erection of a house at Raw Green. The Chairman reported that he had already written to the Planning Department about this and would write another letter to raise further concerns and to ask for a reply to his first letter.
(c) The parish clerk was asked to research how often the result of a planning application agrees with the comments made by the parish council.

Decisions resulting from the correspondence:
(a) Countryside Protection Consortium: South Lakes – New Hutton Parish Council cannot comment as it is not a member of that organisation.
(b) CCC consultation about how to spend extra money community transport – The Parish Council agreed to support the option of using the money to expand the Rural Wheels scheme as it could potentially benefit anyone in the parish.
110517-10 Notice board:
(a) It was agreed that funding should be sought for a new larger notice board through applications to the Wind Farm Fund and to the Upper Kent Neighbourhood Forum.
(b) It was agreed that the constructor should be a local firm subject to clarification of their tentative quotation. The order will be placed after the applications for funding have succeeded.
110517-11 First Responders:
It was agreed to grant £50 to the Old Hutton First Responders group (proposed by Pat Bell, seconded by Tony Porter). The group satisfies all the criteria of the parish’s grants policy.
110517-12 Financial report:
The budget for 2011-2012 was approved.
110517-13 Consultation about library provision
The Parish Council felt that it was more appropriate for individuals in the parish to comment on the provision of library services than for the council to do so.
110517-14 Old Hutton Wind Farm Liaison Committee:
Tony Porter agreed to continue as the Parish Council’s representative on the committee with Pat Bell as his reserve.
110517-15 Electoral review of Cumbria:
The Local Government Boundary Commission has decided that the number of CCC councillors should remain at 84. It is now consulting on a new pattern of divisions so that each councillor represents the same number of electors while taking into account the identities and interests of local communities. The Parish Council agreed that it wishes the parish to remain in the Whinfell ward as it consists of similar rural parishes with common interests and needs.
