The dangerous potholes on the A684 near Butterbent Lane have been repaired.

Applications submitted requiring council comments:
Hayclose Barn part conversion – SL/2010/0115 – deadline 06-05-2010 – a site visit was arranged for 28th April at 7.30pm

The following payments were authorised:
£115.00 to CALC for the 2010/11 annual subscription
£90.00 to New Hutton Institute for hire of the supper room for parish council meetings from 01-04-09 to 31-03-10
100419-9 Financial report
The annual year-end financial report as at 31-03-2010 [copy enclosed] was agreed to be correct. The accompanying notes were agreed to be helpful.
The following queries were raised when comparing the 2008/9 report with 2009/10:
Income from wayleave dropped – this was because the sum in 2008/9 was for two years
A query about election costs in 2008/9 – it was confirmed that a cheque for this amount had been written in 2008/9, presumably for an election in 2007/8

100419-11 The parish field
(a) A report was received from Henry Robinson and Tony Ellis about the condition of the parish field. Much work needs to be done to improve it so the following actions were agreed:
- Tony Ellis to repair two wall gaps by 1st May 2010
- Henry Robinson to level mole hills by 1st May 2010
- Henry and Tony to liaise about who is to catch any moles revealed by new hills in the subsequent weeks
- Henry and Tony to survey what drainage work is needed and to liaise about getting quotes from local contractors by 25th May. It is hoped the work to be done will be recorded on a map.
- The next council meeting on 25th May to decide who is to do the work and how much is to be done by them and how much by volunteers. The meeting will also decide whether the field should be let on a temporary basis before the work is completed.
- Meanwhile, The Grapevine will be used to ask for volunteers to help in summer.
(b) New legislation requires the parish field to be re-registered. It was decided to arrange for the deeds to be collected from the bank in order to start this process.
100419-12 Seminar on community renewable energy schemes at Casterton
A report was received from Tony Porter about the seminar. It was agreed that further discussion of renewable energy and energy use should be left to the open meeting to be held by the parish plan steering group in the light of the considerable interest in these issues expressed in parishioners’ answers to the questionnaire.
100419-13 Upper Kent Neighbourhood Forum
The report of the forum meeting on 15-03-2010 was noted.
There are new regulations about private water supplies. Households with private supplies should have received a letter about them but SLDC does not have a complete database of the households concerned. All those who have not received the letter are strongly urged to telephone SLDC on 01539 733333.
100419-14 Revised standing orders
Revised standing orders, necessitated by new legislation, were adopted. They can be viewed on application to the parish clerk.
100419-15 Road problems
The following list of road problems (with grid references) was amended and will be sent to the CCC South Lakes Highways Department:
A684 Butterbent to Hall House lane – the very dangerous road surface has been repaired except for a large pot hole on the Kendal side between the lanes to Hall House and Hagg Farm (549918)
A684 at Windy Hill – road surface needs repair (541914)
A684/Hayclose Lane junction – many deep pot holes at the end of Hayclose Lane (540913)
Hayclose Lane north of the lane to Hayfellside – a deep hole in the verge next to the road surface (538911)
Hayclose Lane – many potholes at the Station Inn end (536901)
Beehive Lane north of Garths – the road is collapsing into the beck (544900)
Beehive Lane - Collapsing bank & verge below the road due to broken storm drain between Castle Fire & Mill Lodge - a traffic cone marks the spot which is above a 30ft drop (546910)
Garths bridge in Beehive Lane – the bridge partly collapsed and has been repaired only temporarily so far; it has no sides (546898)
Hawkrigg Lane/Rainriggs/Long Lane junction – dangerous pot hole – this has been filled in only temporarily (558905)
Millholme to Fairthorns – dangerously deep erosion gutters on each side of the road surface marked by traffic cones (548904)
Fairthorns to Hall Bank – deep gutter on wood side (573904)
B6254 between Strickley bridge and Strickley lane – middle of the road surface rapidly is disintegrating into a long line of potholes (545896). The same is occurring 150m nearer Old Hutton at the corner known as Limestone Brow (548896).
Drains need to be cleaned out along Hawkrigg Lane
Culvert at the Long Lane/Beehive Lane junction is not big enough – hence flooding (545905)
At the dip in Long Lane, there have been several accidents in the 5 foot deep floods which occur after heavy rain (548906)
Parishioners have expressed the desire for speed restrictions along Hayclose Lane and further restrictions through New Hutton village to reduce speeding.
100419-16 CCC consultation on the winter maintenance of roads
(a) The priority status given to roads in the parish for gritting was reviewed.
Priority 1 and 2 are gritted when the weather forecast predicts frost/ice on road surfaces. The A684 from Kendal to the M6(J37) is priority 1 and the B6254 from Helme Chase via Old Hutton to Kirkby Lonsdale is priority 2.
Priority 3 are treated after 1 and 2 and when snow and ice are forecast to last at least 72 hours. They are bus routes and access to villages. The following are priority 3:
Hayclose Lane and Paddy Lane, from the Station Inn via Singleton Park to the A685
The old Sedbergh road from Kendal via the Greyhound to the Toll Bar
New Hutton Lane, from St Sunday’s Bridge to the A684
Ewebank and Fairthorns Lanes from Borrans to the A684
The lane from Fairthorns Lane via Ewebank to Low Bendrigg
All other lanes in the parish are not on the gritting programme.
The parish council recommended to CCC that Paddy Lane and the Greyhound-to-Toll Bar roads are removed from status 3, but Hayclose Lane is upgraded to priority 2 as it is heavily used to bypass Kendal’s one-way system and congestion, and is a bus route.
In view of the number of houses now along them due to the conversion of farm buildings, the council suggested that CCC might consider assigning the following to priority status 3:
Beehive Lane from the Beehive to the A684
Hawkrigg Lane from Moss Head to the A684
Kinn Road from the A684 to its junction with Dickgate Lane
The last two are also milk tanker routes.
(b) CCC’s provision of grit bins and grit heaps was also reviewed. It was recommended that grit heaps be placed at the following steep slopes:
Hawkrigg Lane – at the A684 junction and at Hawkrigg Cottage; at the top of Hawkrigg Hill and at its foot
Beehive Lane – at Speight Bridge, at the top and bottom of Gill Mill hill, and near Castle Fire
New Hutton Lane – at the top and half way up Cross Brow
Kinn Road – at the A684 junction, and at the top and bottom of the Birks/Low House hill
Dickgate Lane – below Cragg Farm
Ewebank Lane – at the junction at Borrans
Millriggs Lane – at its junction with Ewebank Lane and at the top of the hill on Millriggs Lane
It was also recommended the replacement of the grit bin at the A684/Hayclose Lane junction which was destroyed by a vehicle
(c) A CCC consultation questionnaire about winter maintenance in the parish was answered.
15. Date of the next meeting
The next meeting will be on Tuesday, 25th May, 2010 at 7.30pm at the Institute. It will be a series of three meetings: the parish open meeting, the council AGM and a regular council meeting.
