Minutes of the New Hutton Parish Council meeting held on 1st March 2010

100301-3 - Minutes of the previous meeting:
It was resolved that the minutes of the previous parish council meeting held on 11-01-2010 be signed as a true record.
100301-4 - Chairman’s announcements:
The chairman has sent comments to the secretary of the Local Area Partnership meetings concerning the state of the roads in the parish and the poor maintenance of them. Roads will be the main item for discussion at the next LAP meeting on 22-04-10.
100301-5 - Declaration of interests - none
100301-6 - Open session
1. Concern was expressed that some people living outside the parish had received copies of the parish plan questionnaire. It was agreed that this would be discussed at the next meeting of the parish plan steering group on 22nd March 2010.
2. Piles of salty grit have been left at steep slopes in the parish. It was requested that a pile be placed on Kinn Road at the Gynn Shop junction. Pat Bell agreed to see the Highway Steward about this.
3. The poor condition of minor roads in the parish was discussed. Councillors said they would express these concerns at the next LAP meeting.
100301-7 - Planning applications
Applications submitted requiring council comments:
SL/2009/0809 - Amended application to erect a stable block on land at Hayfellside – no objection was raised subject to the following conditions: the northern end of the block to be screened by the planting of native bushes. No fence to be erected in front of the block as it would obstruct the public footpath.
The progress of the following applications was reported:
SL/2009/1094 Hawkrigg Hay – replacement of a flat roof with a pitched one – permission granted
SL/2009/0874 Holme Park – removal of local occupancy condition – permission granted on condition that it is not occupied as a second or holiday home.

100301-9 - Financial report
The financial report as at 19-02-10 was deemed to be satisfactory. The council asked the clerk to investigate how VAT can be reclaimed.
The effectiveness of the internal audit was reviewed in terms of the aspects required by external audit regulations: scope of the internal audit, independence, competence, relationships and internal audit planning and reporting. The internal audit system was judged to be effective.
Risk assessment was reviewed.

100301-11 - National Park Extensions
This parish council meeting followed an excellent presentation about the proposed western extension of the Dales national park given by Kathryn Beardmore, Access and Recreation Manager for the Yorkshire Dales National Park Authority. The meeting was attended by about 12 parishioners in addition to councillors and Peter Thornton, SLDC councillor.
There was unanimous agreement that the extension should be supported. The meeting also unanimously resolved that the boundary should be along the Old Scotch Road and not along field boundaries farther east. The parish council agreed to send these comments to Natural England.

The following list of road problems was compiled at the meeting and from replies to the parish plan questionnaire so far received:
Greyhound to Toll Bar – overhanging trees
A684 Butterbent to Hall House lane – very dangerous road surface
A684 at Windy Hill – road surface needs repair
Hawkrigg Lane/Rainriggs/Long Lane junction – dangerous pot hole – this has been done
Beehive Lane north of Garths – the road is collapsing into the beck
Garths bridge in Beehive Lane – the bridge collapsed recently and has been repaired only temporarily so far
Millholme to Fairthorns – dangerously deep erosion gutters on each side of the road surface
Fairthorns to Hall Bank – deep gutter on wood side
Hayclose Lane north of the lane to Hayfellside – a deep hole in the verge next to the road surface
Hayclose Lane – many potholes at the Station Inn end
The Grapevine will be used to identify any more problems.
100301-13 - Local Area Partnership
Report of the previous LAP meeting was noted, especially the action plan issue of action need to maintain roads better. This will be discussed at the next meeting on 22-04-2010.
100301-14 - CALC Training sessions
No-one wished to attend any of the training sessions.
100301-15 - Community renewable energy schemes
Tony Porter agreed to attend the seminar at Casterton on 10th March and to report back to the parish council.
100301-16 - Trees on parish-owned land
Concern has been expressed by some parishes in Cumbria about the need to insure against accidents caused by mature trees on parish-owned land. It was confirmed that New Hutton has no such trees on its land.
100301-17 - Tenancy of the parish field
No tenders had been received for the five-year tenancy of the parish field from 01-04-2010 to 31-03-2015.
It was resolved that the condition of the field should be reviewed before it goes out to tender again. The following steps were decided:
1. Henry Robinson and Tony Ellis to carry out the review and report to the council meeting on 19-04-10.
2. The council meeting on 19-04-10 to decide what work should be carried out.
