Minutes of the New Hutton Parish Council meeting on Wednesday 21st September, 2011

110921-3 Acceptance of the minutes of the last meeting:
The minutes of the council meeting held on 11-07-2011 were signed as a true record.

110921-4 Chairman’s announcements:
(a) Progress was discussed about a planning issue in the parish.
(b) Recent major road repairs on the B6254 and U5633 (Rainriggs) as well as pothole-filling along several lanes were reported.

To note the progress of applications submitted since the last meeting and to agree any action required by the council regarding pending applications:

SL/2011/0484 – conversion of a barn to 3 holiday cottages at Hagg Hill Top
SL/2011/0489 – change of land use from agriculture to garden and erection of a garden shed at 1 Hutton Park [permission granted by SLDC on 04-08-2011]
SL/2011/0539 - Construction of single storey extensions at Sun Head; permission was granted by SLDC on 09-08-2011
SL/2011/0554 - Construction of a single storey extension at Redwood, 1 Kinn Barns

All these four sites were visited on 19-07-2011.

SL/2011/0484 – conversion of a barn to 2 holiday cottages and a granny flat at Hagg Hill Top – changed application [deadline 3rd October]
SL/2011/0583 – erection of a wind turbine and control box on land near Crooks Plantation, Killington [deadline 17-08-2011]
SL/2011/0614 – change of use of a small area of land from agricultural to domestic at Strawberry Bank Farm [deadline 30-08-2011]

The first site was visited on 12-08-2011.

SL/2011/0505 – temporary remote compound off Hayclose Lane the facilitate work on the Thirlmere aqueduct – permission granted by SLDC on 11-08-2011
SL/2011/0680 – change of use from agricultural to a site for three static holiday caravans to extend the current site for four caravans at Windy Hill

110921-11 Armistead Wind Farm Liaison Committee:
Tony Porter agreed to attend the meeting at 6.30pm on Wednesday 5th October at Old Hutton village hall

110921-12 Registration of births, marriages and deaths:
It was reported that the following changes have been proposed to the registration service in Cumbria:

- Online services will include the booking of appointments.
- There will be a centralised system for the issuing of certificates
- Members of the public will not have to visit the district where a birth or death occurred in order to register it; it can be done from their local office.
- New services will include identity checking

110921-13 Parish notice board:
(a) It was reported that the parish council will receive grants of £750 from the LAP and £530 from the Wind Farm Fund for a new notice board
(b) It was resolved to accept the quotation from Walkwood at Hall House Industrial Estate for construction of the notice board (proposer Cllr Tony Ellis, seconder Cllr Henry Robinson)

110921-14 The Better Highways team:
The Better Highways team will be in New Hutton in the week beginning 26-09-2011. Additional pot holes to be repaired were identified on Millholme Lane at Borrans, at Garths, and on New Hutton Lane near the junction with the B6254.

110921-15 Grit bins:
It was reported that grit bins for Hawkrigg, the Toll Bar junction and the Kinn Road/A684 junction are likely to be funded by the LAP during this financial year.

The parish salt spreader is now ready to be used.

110921-16 The Queen’s diamond jubilee celebrations (4th June 2012):
It was decided that the views of parishioners should be sought via The Grapevine and the e-mail system as to whether a jubilee beacon should be constructed and/or other celebrations held

110921-17 Cumbria Rural Housing Trust (CRHT) parish housing needs survey:
The parish council agreed to support this survey of housing needs which was an issue raised during the parish plan survey. Agreement is conditional on CRHT carrying out the survey and collecting information in order to maintain strict confidentiality. The role of the parish council will be to publicise it and CRHT will bear the cost.

CRHT will send the survey questionnaire to all households in November and a stamped addressed envelope for its return will ensure confidentiality is maintained. The council and CRHT urge all households to complete the short Part 1 so that an overall picture of housing in the parish can be formed. The longer Part 2 is to be completed by households needing to move in the next five years. Some of the information that is needed is sensitive but the council has been assured that CRHT is strict about confidentiality. The council is aware of families who live outside the parish but wish to move back or to move here to be close to family. They would not automatically receive a survey questionnaire by post but will be able to get copies from CRHT (01768 210264), the Chairman Tony Porter (01539 725542) or the clerk Arthur Robinson (01539 725955).

110921-18 SLDC consultation on parking in Kendal:
It was decided that it would be more appropriate for parishioners than the parish council to submit comments on parking in Kendal. SLDC is reviewing how it operates car parks and how it can make the cost of parking as fair and equitable to all as it can be. The questionnaire can be completed online at http://www.opinionsuite.com/cumbria/south-lakeland-district-council/social-enterprise/parking-services/consult_view

The consultation runs until 28th September 2011.
