120123-3 Acceptance of the minutes of the last meeting
The minutes of the council meeting held on 21-11-2011 were signed as a true record.
120123-4 Chairman’s announcements
a. The Local Area Partnership (LAP) was thanked for two grants for notice boards. A large one has now been installed on the Institute wall and looks well.
b. Provisional results of the Cumbria Rural Housing Trust survey of housing needs in the parish are available and will be discussed in full at the next meeting following receipt of the full report.

120123-6 Open session
It was reported that a dangerous sheet of ice now forms on the steep slope of the C5066 between The Greyhound and the lane to Park Head. The matter will be reported to CCC’s Highways Hotline.
120123-7 Planning applications
Applications submitted requiring council comments: none
The progress of the following applications was noted:
SL/2011/0484 – Conversion of Hill Top Barn to two holiday cottages and a granny flat – application refused due to noise, disturbance and loss of privacy at Force Knott
SL/2011/0583 – erection of a wind turbine at Crooks Plantation, Killington – application withdrawn
SL/2011/0626 – erection of two 20m high wind turbines at Town House, Old Hutton [deadline 12th January]
SL/2011/0985 – installation of 16 solar panels on an A-frame at the rear of Fisher Tarn Cottage [deadline 6th January]
SL/2011/0846 – erection of a toilet block at Strickley – permission granted on 22-12-2011
SL/2011/0918 – installation of pv panels on the roof of 1 Hayclose – permission refused on 23-12-2011
120123-8 Payment of accounts
Payment of the following amounts was authorised:
Walkwood - £1536.00 for construction of the large notice board
New Hutton Institute - £75.00 for hire of the Supper Room on 11-04-2011, 17-05-2011, 11-07-2011, 21-09-2011 and 21-11-2011
120123-9 Financial report
The following grants have been received: £530 from The Wind Farm Fund, and £750 and £500 from the LAP, the first two for the large notice board and the third for two small notice boards. The community account has a balance of £822.99
An application will be made at the end of the month for a VAT refund of £298.64 bringing the balance to £1121.63. This is a large amount because it includes the money for the two small new notice boards.

120123-11 Purchase of two small notice boards
It was the Parish Council’s plan to replace the two small notice boards at the northern and southern ends of New Hutton Lane in 2012/13. A quotation of £800+VAT (=£960) has been received from Walkwood for two made from Iroko and a grant of £500 has been received from the LAP.
It was decided to defer a decision about ordering the two notice boards until the next meeting.
120123-12 Requests from charities for donations
It was decided not to make any further donations to charities this year as one had already been made to First Responders.
120123-13 Budget for 2012/13
The budget for 2012/13 was approved [Proposer: Tony Porter; Seconder: Henry Robinson]. The budget involves no increase in the parish precept for 2012/13.
120123-14 CCC Draft Budget for 2012/13
It was decided that the Parish Council will not comment on the CCC draft budget as the proposed changes did not directly affect the parish.
120123-15 Public consultation on CCC’s household waste recycling centres
Concern was expressed about occasional fly tipping but the proposed changes to opening hours for the Kendal refuse centre were felt to be acceptable. From 1st April they will be:
March to September: Every day 8am to 6pm
October to February: Monday to Friday 9am to 4pm, Saturday and Sunday 8am to 4.30pm
120123-16 The Queen’s Diamond Jubilee
The Council expressed its pleasure that there is to be a celebration of the jubilee on Saturday 2nd June organised jointly by the Institute, the Church Group and the Children’s Committee. The Council will also offer its help.

The next meeting will be held at 7.30pm on Wednesday 4th April at the Institute.
