What is the Parish Council?
There are three tiers of local government:
Principal authorities:
1. County Council
2. District Council
Local councils:
3. Parish or Town Council
All Councils have responsibility to represent and serve their community. So Cumbria County County (CCC) has responsibility to and for the people of Cumbria, South Lakeland District Council (SLDC) for people living within South Lakeland, and New Hutton Parish Council to and for everyone living within New Hutton parish.
The Parish Council is the tier that is nearest to the people and, as such, can be a good sounding board for the principal authorities as well as representing local views and opinions to them.
In law, the Parish Councillors work as a corporate body making decisions for the benefit of the whole of the community. The Parish Council has specific duties, powers and responsibilities:
- for any services it provides. In New Hutton, this means administering the rental of a small field and maintaining the bus shelter (at the entrance to the village on the Sedbergh Road)
- liaison with SLDC and CCC to ensure that local planning applications are given thorough consideration, that roads and footpaths are adequately signposted and maintained, and that any other relevant local government issues take account of the views and interests of the community of New Hutton.
The Clerk, who implements the decisions of the council, provides administrative support, objective advic and information, supports the Parish Council.
All parishioners are encouraged to flag up any concerns they have on issues within the Parish, so that the Parish Council can determine if and how it might be able to help or advise.
Meetings of the Parish Council take place as required by circumstances, but no fewer than four times a year, usually after the end of each quarter of the year, i.e. April, July, October and January. Parishioners may attend these meetings to ask questions or raise concerns. Dates, agendas and minutes of meetings are posted on the Parish Council notice board and on this website.
